H4 interview – received blue slip

My wife had appeared for H4 interview. She was given blue slip and asked to submit my employer related documents such as list of all employees.

I have all documents except "notarized list of all employees" which my employer is not willing to provide me (he would not provide letter also to me saying they cannot provide that doc).

1. Now what are my options?
2. Can I submit documents except one which my employer is not willing to provide me?
3. Can inability to provide one document for H4 221g case cause my H1B to send back to USCIS to get revoked?

>>> Submit the documents what you have and wait to see what happens or withdraw the H4 application, transfer the H1B to another good employer and try the H4 again.

>>> Possible. Or just the H4 visa might get denied. No one can predict what the VI might do.
